Product Module Testing

Conformity assessment of EU fertilising products according to Regulation (EU) 2019/1009 can be carried out in models:

• A – internal production control
• A1 – internal production control plus supervised product testing
• B – EU type testing + module C – conformity to type based on internal production control
• D1 – quality assurance of the production process

The notified body is involved in conformity assessment in modules A1, B and D1.

Each module applies to different fertilising products depending on their product function category (PFC) and component material category (CMC).

The PCBC inspection unit conducts conformity assessment/inspection for fertilising products in module A1, the process applies only to the products indicated below:

As of 04.12.2021. PCBC S.A. is a notified body with the identification number 1434 assigned by the European Commission, for the conformity assessment of EU fertilising products in accordance with the Regulation (EU) 2019/1009 for module B – EU type testing and module D1 – quality assurance of the production process.

As of 06.03.2023. PCBC S.A. conducts inspection for module A1 – internal production control and product testing under supervision in accordance with the scope of accreditation issued for the inspection unit with the number AK 041 on the basis of PN-EN ISO/IEC 17020:2012.

The course of the process of conformity assessment / inspection of EU fertilising products in module A1 is described in detail in DBS-N-02-A1 EU Fertilising Products Inspection Guide.

The main stages of the process of inspection of EU fertilising products in module A1:

• Submission of the application by the Manufacturer
• Review of the submitted application
• Registration of the application and preparation of the contract and cost estimate
• Signing of the contract
• Payment of the initial fee and delivery to PCBC S.A. of the product documentation – indicated in the application
• Inspection (in the form of documentation review)
• Review of information and  assessment results
• Issuance of Certificate

Certificates of product testing under the supervision of the notified body are issued for a period of 3 months, indicating the date of the next test.

At the request of the notified body, the PCBC S.A. laboratory takes a sample and performs the tests referred to in Annex IV, Part II, points 4.1 – 4.4 of Regulation (EU) 2019/1009.

Certificates issued by PCBC S.A. shall bear a qualified electronic signature.

How much does the conformity assessment cost?

The quote will be prepared on the basis of the application FBS-N-01 completed by the Manufacturer and sent to PCBC S.A.

How long does the conformity assessment / inspection take in module A1?

Up to 50 working days, excluding the time allocated for the Manufacturer to complete the documentation.

What is the time for submission of the required documents?

From the signing of the contract by PCBC S.A., the Applicant has 30 days to provide all the required documents listed in the application.

What documents are needed for conformity assessment?

The list of required documents can be found on the penultimate page of the application for inspection of a fertilizer product.

Who is responsible for ordering tests under module A1?

If you choose to evaluate according to module A1 – PCBC S.A. takes a sample and performs the tests referred to in Annex IV, Part II, points 4.1 – 4.4 of Regulation (EU) 2019/1009.

How many samples and what size will be tested during laboratory testing?

The number and size of samples is determined by the testing method. Before testing, it is necessary to complete and send a test order. For details, please contact: jfinster@pcbc.gov.pl

When will I receive the certificate?

The certificate will be issued to the Manufacturer after PCBC S.A. a positive decision on the basis of the conducted conformity assessment (inspection) process and after all certification fees have been paid by the Manufacturer for the certification process.
